Despite it looks like a typical modern western small town's church (not considering the beautiful decorations) this is actually a music hall.
The Tokagakudo Music Hall was constructed in 1966 (here's the resemblance) on the auspicious occasion of Empress Kojun's 60th birthday. The building is an octagon; the shape of its roof figures clematis petals and every outer wall of the octagon is covered with patterns of large flying birds in mosaic, and also each outer wall is ornamented with patterns of sun, moon, stars etc.
